Bill (K9DBY) Club President, opened the meeting after an enjoyable social session courtesy of Chief-op; John Lee (W9GRE). 20 individuals were present for the meeting. All present were introduced and we had two visitors, Jay Campbell (KB9YYN) and his son Chris (KB9YYL). They seemed to enjoy the fellowship of our club. Wade Kingery (W9JGZ) was not present so the Treasurer's report was given by Chuck Crist (W9IH). "We have Lots of money in the treasurer and looking for ways to spend it" he said, among other comments. Tom Chance (K9XV) was not present. The Secretary's report was given by Chuck. The minutes from last month's meeting were read and approved. President Bill Goodall (K9DBY) reminded every one about the Christmas Dinner meeting which will be held at the MCL Cafeteria in the Greenwood Shopping center on December 14th, 2001 (Friday evening) Please plan on arriving at 6:00 PM. The MCL Cafeteria is located between Service Merchandise and Sears on the South East corner of the Shopping center, use entrance #5, MCL will be on the left side. The entrance to MCL is not inside the shopping center, it has its own separate entrance. Annual elections were held. He'll bring along a video display that will make his trip seem so real to you that you'll wish you had brought along your mosquito lotion!!! ** Local News: YOUTH NET IS RUNNING HERE As mentioned in the last few AMACHEWER's, The Indianapolis Repeater Association "Youth Net" is in operation on Sunday evenings at 5:30 PM. The net operates on the 146.10/70 repeater and the net is run by and for the youth that have at least a Technician license and are no more than 18 years old. All check-in's, 18 years and younger, are welcome - even third-party sign-in's as long as they follow the FCC regs. Your support of this net is important. If you know of any young hams that might be interested in checking-in please pass the word around. If they are also interested in being the net control operator some Sunday, please have them contact Don McMorrine (K9MCM) at (317) 826-1361. I hope you agree that this is another way to help bring our younger hams into more activity in our wonderful hobby. ** News from the ARRL: (Repeated from last month due to its importance) Item 1) FCC CLARIFIES CORES AMATEUR IMPLEMENTATION The FCC's Wireless Telecommunications Bureau has clarified several issues regarding Amateur Service implementation of the Commission Registration System--or CORES. Starting December 3, everyone doing business with the FCC--including amateur licensees--must obtain and use a 10- digit FCC Registration Number (FRN) when filing. Amateur licensees now registered in the Universal Licensing System (ULS) already have been cross-registered in CORES and issued an FRN by mail. The FCC said it planned another cross- registration by November 28. Amateurs can check to see if they have an FRN via a ULS license search. Many Internet call sign servers, including ARRL's, also can provide this information. Once CORES becomes mandatory, the FCC will ''auto-register'' all amateurs who seek to register in ULS and will issue them an FRN. Amateurs then should use their FRN in place of their Taxpayer Identification Number (TIN--typically an individual's Social Security Number) when filing applications with the FCC. New or upgrade license applicants not previously registered in ULS will be registered automatically in both CORES and ULS when they provide a TIN on a license application filed through a Volunteer Examiner Coordinator. Although both ULS and CORES will contain a licensee's FRN, updating information in one system will not update the other. For amateurs, CORES registration will replace ULS ''TIN/Call Sign'' registration, but the ULS will remain the Amateur Service licensing database within WTB, and only ULS will associate an individual with a particular call sign and FRN. Once CORES/FRN becomes mandatory, those registering in ULS will be redirected to CORES registration. Going away December 3 will be the so-called Assigned Taxpayer Identification Number, or ATIN, which the FCC has been issuing to applicants ineligible to obtain a Social Security Number, such as foreign applicants and club station licensees. An FCC Public Notice this week said applicants that have been using ATINs ''must now register in CORES.'' The FCC said it will accept ATINs only ''during a short transitional period'' after December 3. CORES will offer exemptions to amateur clubs and to foreign entities not holding a TIN/SSN. Club station applicants also may use a trustee's TIN/SSN or a tax-exempt club's IRS-assigned EIN. The WTB says that starting December 3, ''all passwords will be maintained in the CORES database.'' Amateurs also may use FCC Form 160 to register in CORES, and those doing so will be mailed a CORES password for on-line access. The FCC continues to work out the details of how amateurs, CORES and ULS will coexist. Amateur Service testing with CORES is planned for early November. Item 2) MAIL DISRUPTIONS LEAD TO VANITY PROCESSING SUSPENSION Recently announced changes in mail handling procedures at the FCC's Gettysburg, Pennsylvania, office have effectively halted processing of Amateur Radio vanity call sign applications. The FCC has processed vanity applications received through October 14. Vanity applications received after that remain on hold for now. ''We understand that mail directed to the FCC Gettysburg office beginning October 15 was being held pending the start of special handling precautions to address any biohazard contamination concerns,'' said ARRL VEC Manager Bart Jahnke, W9JJ. He said the FCC is tracking the receipt date for each piece of mail. Because the FCC gives equal priority to paper and electronic vanity applications, all vanity processing was being suspended until the mail situation is resolved. Citing a need for heightened security measures, the FCC announced November 14 that it had moved the Gettysburg office's mail room offsite, to the rear entrance of 35 York St, Gettysburg, PA 17325. The FCC did not announce, however, that mail received at Gettysburg starting October 15 had not yet been opened, pending arrangements to handle it without the possibility of endangering personnel. Jahnke said vanity processing should resume once the FCC begins to open its mail backlog. Just when that might happen is not yet known. Vanity processing typically takes 18 days. Jahnke said the mail room situation also could affect some Amateur Radio renewals. He said amateurs who filed for renewal in a timely fashion may continue to operate beyond the expiration, if the mail delays cause the license to lapse before the renewal occurs. He said applications from those filing for renewal near the end of their two-year grace period will be accepted for processing if they get to the FCC before the grace period expires. ** From the IRC Archives (December 1959 AMACHEWER): This one was sent with a 3 cent stamp! As extracted from a long article) The 1959 Hobby Show gave the IRC an opportunity to present a top flight club project with their exhibit of "Modern Amateur Radio." There was a steady stream of visitors and many discussions and explanations on ham activities, licensing, operations and information about our club. Over 1200 brochures were handed out that described the IRC and ham radio. The register shows that 142 hams stopped by to pass the time of day and look over our display. The total cost of the show to the club was $51.72; however, we had a flurry of selling advanced tickets for a profit of $10.00 and we sold the map used in our display, which left us with a net out-of-pocket cost of $35.22. (This Ed. What ever happened to the "Hobby Show?") Election of Officers for 1960: (This Ed. As extracted but unchanged from the original) It wasn't a case of Republicans or Democrats watching the results come in, but the voting at the election of IRC was spirited last Friday as we set up the team for 1960. Election of President yielded Alvey Pitman, W9JJC who won in a run off vote due to a tie. (Must be new member, as I don't recall the name. Ed.) Next the office up was that of Secretary, so the gang looked about for someone who could write and voted in Bert Brouse, K9JSF. (Someone must have goofed as we have the straight info that Bert signed his 1960 membership card with an "X." Ed.) Doyal McVicker, W9JZV was elected as Chief Operator. (If anyone will volunteer, it is a sure bet that you can do us all a favor & check Mac on the correct way to brew coffee before he gives us all a bad case of the Friday nitemares. Ed.) ** Miscellaneous: This my last time at preparing the AMACHEWER and I want to thank everyone for the help, support and encouragement that you all have given me over the last couple of years. I have really enjoyed doing it and hopefully in some small way I may have added to your enjoyment in IRC membership.
